Fraud, Waste and Abuse Process

The Clerk has the constitutional responsibility to investigate potential incidents of fraud, waste, abuse and ethical misconduct that involve possible detriment to St. Lucie County.  The investigation process involves conducting witness and party interviews, gathering documents, and utilizing any other legal means by which investigators can obtain relevant, credible information to determine whether the allegations can be validated. For investigations that uncover violations of policies and regulations, the investigator will make recommendations for administrative action and internal control improvements to remedy the situation.

The Clerk's Office has the responsibility to investigate all suspected inappropriate activity.

The objectives include the following:

  • Maintaining a fraud, waste, abuse and ethics hotline.
  • Conducting investigations of issues raised from hotline submissions, input from the Clerk or County employees, and any fraud indicators identified while performing audits. If the investigation substantiates that an act of fraud, waste or abuse has occurred, the investigator will notify the Clerk of the Circuit Court & Comptroller or other appropriate officials.
  • Investigating suspected instances of fraud. If the substantiated act has criminal implications, the Clerk will consult with law enforcement agencies, as necessary, and assist in the preparation and presentation of criminal findings in a court of law as requested.
  • Working in conjunction with other audit and investigative bodies within St. Lucie County, when appropriate, to conduct joint audits and investigations.
